Oliver Chang
Oliver Chang is a veteran technology leader with over 30 years of experience driving transformational initiatives across financial technology, with expertise in payment systems, card issuing, acquiring, and enterprise platforms.
As an advisor to Paves Technologies, Oliver brings specialized knowledge in payments infrastructure modernization and financial technology innovation. Throughout his career, he has repeatedly built and transformed payment systems, from legacy mainframe architectures to modern cloud-native platforms, successfully balancing innovation with operational excellence.
Oliver’s fintech expertise spans both sides of the payment ecosystem. At TSYS and First Data, he focused on card issuing technologies, serving as Chief Product Architect and VP of Enterprise Architecture respectively. At FleetCor Technologies, he led global software development for B2B payment platforms processing 250 million transactions annually across 35 countries. This dual perspective on issuing and acquiring gives him comprehensive insight into the entire payment value chain.
As Chief Technology and Product Officer at Vanco, Oliver led the modernization of payment platforms for non-profit and education organizations, incorporating AI-driven solutions while optimizing FinOps practices to maximize ROI on technology investments. Previously at Prometric, he orchestrated the migration of data centers to the cloud, creating an API-first microservices platform while building out AI/ML capabilities.
At Diebold Nixdorf, Oliver led a software transformation focused on migrating traditional on- premises banking and retail solutions to cloud-based SaaS offerings, managing both the technical and financial aspects of this major infrastructure shift. His experience with AI-powered decisioning systems extends to his early work at Fair, Isaac and Company (now FICO), where he led teams responsible for sophisticated financial decision engines.
Throughout his career, Oliver has successfully navigated the complex interplay between technological innovation and financial discipline, implementing effective FinOps practices that optimize cloud expenditure while delivering business value. His expertise in moving workloads between traditional data centers and various cloud environments ensures smooth transformations that maintain operational stability.
